I'm guessing from how the kids were implemented in Skyrim that Bethesda either 1) did NOT want to include children and were forced into it by popular demand, or 2) they just hate kids. So if you have skimpy armor replacers, they have a chance of replacing the clothes the kids are wearing and have them running around in skimpy clothing. Exception being the followers who will change into better armour when following you.
